Victoria Pinpoints Possible Casino Sites May 9, 2003 Victoria doesn't want to see a casino located in the old Bay building, or, for that matter along the Inner Harbour or in Old Town. However the city is prepared to entertain sites in the Douglas/Blanshard corridor from Finlayson to the Bay, the downtown or the hotel district of James Bay. Victoria councilors Thursday agreed to a number of guidelines for casino placement including that parking be enclosed (preferably underground); any casino be tied to another operation such as a hotel or convention center and not free standing and it be away from residential areas. "We did not want to have a stand-alone casino with, possibly, surface parking," Mayor Alan Lowe said. "We felt that if we are going to have a casino in the downtown area it could be an economic generator by creating other development with it. A lot of time with casinos a hotel would be complementary. It could work with a conference center or other retailers. We didn't want the casino to just be a stand alone building that draws people in and doesn't really give back to the rest of the area." Lowe said council's general feeling about the now vacant Bay building is that it is better suited for use as a library and that a casino and a library are not compatible. Since a $10-million Canadian casino located in View Royal in December of 2001 city staff have been approached by a number of entrepreneurs interested in locating a similar one downtown -- provided it is allowed slot machines, which were previously restricted by council to four per location. The lure of casino revenue -- estimated as high as $4 million a year for the municipality -- has seen council relax its slots restrictions and the city is now drafting parameters and policies that would allow a casino. The provincial government, which has overall authority on gaming, allows 300 slot machines per casino and has issued only one license for the city. A city's control rests in its zoning bylaws, which can have more restrictive guidelines. Victoria has no sites zoned for a casino. The former Great Canadian Casinos location by Mayfair mall is being redeveloped into a credit union. The province is now looking at cities which it believes to be casino-friendly and once it determines which city should have a license (perhaps relocation of an existing license) then a developer would step in with proposals for an operator and site, Lowe said. If the provinces gives a site the nod, a casino with slots could be up and operating in Victoria within two years, he added. "I would hope the province would be making a decision within the next couple of months whether or not Victoria will be a host municipality for a casino. From there, obviously one has a lot of hoops and hurdles to go through in order to make the project work through a rezoning stage; contract documents to build a facility and the operations. But hopefully within two years they could have one up and running," Lowe said. Meanwhile, the city is hoping the library will be able to buy a strata title to a portion of the Bay building. The main floor would probably remain retail. |
