Analysts To Help Evaluate Casino Plan May 10, 2003

SAN BERNARDINO - Mayor Judith Valles said she can't promise that the San Manuel Band of Mission Indians will adjust its casino expansion to placate angry neighbors and concerned officials. What she could guarantee Thursday after meeting with tribal leaders is an analysis of how the city's requests could fit within the tribe's plans, using technical and legal experts from both governments.

In their second meeting in less than a week, Valles said tribal Chairman Deron Marquez told her that the tribe would re-examine various aspects of the project, including aesthetics and how to mitigate the increased noise, traffic, litter and crime predicted in the San Manuel environmental report.

Tribal spokeswoman Jill Eaton called the discussions productive and said the tribe will address the issues raised over the next few weeks. Valles said the tribe's governmental relations director Jerry Peresa and a tribal attorney also were at the meeting, as were City Attorney James Penman, City Administrator Fred Wilson and members of the mayor's staff.

The tribe announced last month that it will expand its casino in the San Bernardino foothills by building a six-level parking structure, an amphitheater, offices and a restaurant. Leaders say the project will bring needed jobs. Construction should begin in June and continue in phases over the next few years.

Local governments and residents have no control over the tribe's plans because it is a sovereign nation. But the tribe has invited input under the terms of its gaming agreement with the state. It has held two public hearings that drew rows of concerned residents and ardent supporters.

Neighbors of the casino have picketed and packed meeting halls to try to convince the tribe to either stop construction or drastically change the plan by moving the parking structure someplace less noticeable, such as along Highland Avenue to the south. Marquez has said the suggestion makes little business sense.

Valles urged casino neighbors to treat tribal members with respect. With the tribe being a sovereign nation, the only means of bringing about a compromise is through respect and persuasion, she said. "When the neighbors are so angry they say some negative things, it makes members of the tribe feel offended, defensive and intimidated," she said.

Valles said she hopes to meet with the tribe next week and with a neighborhood representative possibly today. Neighbors had asked at Monday's City Council meeting to have a representative present, but Valles and Penman said they preferred to meet with them separately.
