San Bernardino Official Is Working On Casino Expansion Plans May 11, 2003 SAN BERNARDINO - The San Manuels are getting help from City Hall with planning and environmental studies for their casino expansion, tribal and city officials said Friday. Asked why the sovereign tribe is accepting city help, tribal spokeswoman Jill Eaton said, "It is demonstrating how the tribe is working with the city and the process is working. The city and the tribe have had productive meetings.' Senior Deputy City Attorney Henry Empeno, an engineer and planner, was assigned to work with the San Manuel Band of Serrano Mission Indians. Instead of passing memos back and forth on every proposed mitigation and change, "we would like to get into it right away,' said City Attorney James Penman. Eaton said the tribal consultants plan to release their response to comments on the expansion's environment study in mid to late May. After that, the tribe might take a few weeks to make its final decision, she said. After city officials see the tribe's final plans and mitigation measures, Penman said they will meet with neighbors of the casino. Penman, Mayor Judith Valles and other city officials met with tribal leaders Thursday to discuss the expansion and mitigations, measures taken to ease a project's negative impacts. Penman said he will be satisfied if the tribe meets all of the mitigations it has proposed. Neither he nor tribal leaders have disclosed what mitigations have been proposed. "Whatever we come up with is going to be less than what some of the neighbors of the casino would like,' said Penman. The tribal leaders, he said, "went a lot farther than we thought they were willing to go.' Early last month, the tribe proposed expanding its casino on Victoria Avenue by 310,000 square feet and building a 2,000-seat event center and six-level parking structure north of Marshall Boulevard. Construction was to start in June and be completed by 2006. The tribe doesn't need the approval of any local agency to proceed with the expansion because it is on sovereign land. Neighbors of the casino and 4th Ward Councilman Neil Derry, who represents the neighbors, have strongly opposed the project because they say it will increase traffic, crime, pollution and noise. Twice, protesting neighbors have stopped cars on Victoria. Derry said the tribe's decision to do more studies shows that the neighbors have had an effect, but he added things could get worse if nothing is fixed. "The neighbors are watching,' Derry said. Richard Milton, 60, is one of those several hundred neighbors. He lives on Havasu Court with his 79-year-old mother, who he said has heart trouble and is diabetic. The back yard abuts Victoria Avenue with a 5- to 6-foot-high wall as a buffer. "I can see people walking up and down the sidewalk,' Milton said. "Even now, it is unbearable to sit on my patio.' With his mother's condition, Milton said, moving is not an option. So, he said, he is hoping a good solution comes out of the meetings. Derry suggested building the garage at the northeast corner of Highland and Victoria avenues, where the tribe has a parking lot. It would cure many of the traffic, noise and pollution problems, he said. A garage there would have to be approved by the city, but Derry said he would support its construction as well as incentives. "I think that would be a compromise,' he said. |
