Mayor Wants More Police At Casino July 15, 2003

Fearing that protests against expansion of Bingo and Casino operation might escalate into violence, Mayor Judith Valles said she plans to seek enhanced police patrols in the area.

She said on Monday that she is very troubled by reports from tribal security that residents blocked cars entering and leaving the casino and on at least one occasion a vehicle was struck by a protest sign.

Valles called for calm, asking that neighbors and casino patrons respect each others' wishes and property.

After meeting with tribal officials on Monday to discuss her concerns about the expansion, Valles said she will ask Police Chief Garrett Zimmon to send officers to patrol the protests, which have been occurring on Saturday evenings.

Jill Eaton, spokeswoman for the tribe, said the San Manuels want a police presence at the protests to protect patrons, casino employees and the neighbors.

Paul Mordy, president of the neighborhood Alliance for Community Rights, said he hasn't seen any violence, although there has been yelling on both sides.

Monday's meeting was set up after Valles and City Attorney James Penman sent a letter critical of the tribe's final environmental study for the expansion. It called the study vague and asked the tribe to postpone its project until the city's concerns have been met.

The tribe does not need city or residents' permission to build the addition. Jerry Paresa, the tribe's director of governmental operations, said he anticipates many issues being resolved this week.

He said a lot of the concern had to do with words like "good faith' to describe how the tribe will deal with noise, light, traffic, crime and pollution associated with the expansion.

He said that while the tribe can mitigate some impact on its own, it needs the city's assistance when it comes to things such as traffic.

Paresa joined tribal Chairman Deron Marquez, tribal Councilman Vincent Duro and other representatives who attended the two-hour meeting Monday from which the public was barred.

Valles said that in the meeting she repeated many points she made in her letter. Both Valles and Paresa said the relationship between the city and San Manuels remains strong.

Also on Monday, the Alliance for Community Rights issued a press release praising Valles and Penman for their criticism and asked that any casino expansion take place off the reservation and in a site away from their neighborhood.

Last April, the tribe announced plans for a 310,000-square-foot casino expansion, a six-level garage, and a 2,000-seat event center. The plans created an uproar among neighbors who vented their anger at two public hearings held by the tribe.

Numerous people, including Valles and Penman, wrote letters to the tribe's consultants commenting on the project. The tribe released its final environmental study at the end of June.
