Survey: Most Employers Allow Workers Personal Internet UseHAWTHORNE, N.Y., July 11, 2003 (SmartPros) Personal Internet use at work is a great perk, especially for those who don't have a computer at home. In turn, companies need to ensure employees are not abusing the privilege.

Case in point, the Internal Revenue Service recently learned through an internal investigation by the Treasury Department that many of its employees logged onto pornographic and other inappropriate Web sites. During a one-week period, IRS employees accessed more than 1 million "questionable" Web pages from 19,000 computers.

In May 2002, six months prior to the finding, IRS employees had received Internet usage rules. The IRS is now recommending that employees sign a document that states they understand the usage rules.

SmartPros.com, a portal dedicated to accounting and finance professionals, surveyed its online readers to learn how many were allowed personal Internet use at the workplace. Conducted online between June 26 and July 10, the majority of survey respondents -- 79 percent -- said their companies allow employees personal Internet use while on the job, and the remaining 21 percent said they are not allowed personal Internet use.

The SmartPros survey results correlate with other Internet use studies that show about three-fourths of employees are taking time at work for online activities, including searching the Web, reading news, making online purchases, and comparison shopping.

It seems as long as personal Internet use does not interfere with work, companies are happy to give workers access. When the Chief Information Officers Council, a government-wide committee of senior technology executives, released an Internet policy back in 1999 for federal employees, it recommended employees "be permitted to use the World Wide Web for some personal use, much as agencies let employees use telephones to make a reasonable amount of personal calls."

However, as companies rely more on technology -- the information and communication backbone for most -- they must aggressively protect their IT system by identifying IT security weaknesses and implementing strategies to fix those weaknesses.

To maintain productivity, security and legality when employees go online, Internet usage audit software maker SurfControl advises that companies create an Internet access policy that clearly outlines (1) the general principles guiding the development of the policy, (2) the "dos and don'ts" of Internet use within the organization, (3) potential legal issues, and (4) security and network issues. To implement, SurfControl recommends training employees so they know the standards to which they are held.

"All companies should be doing some filtering -- clearly preventing users from reaching sites that are pornographic or that promote other miscreant behaviors like gambling and racism using hardware devices and/or software -- and logging of where their employees are visiting on the Internet," says Chaim Yudkowsky, president of technology consulting firm Byte of Success. "In addition, under the guidance of legal counsel, employers should be informing their employees that periodic reviews of aggregated Internet usage will take place with more in-depth analysis of any usage abuse. Employees should understand that Internet usage in the workplace for personal matters is a privilege and that disciplinary action can result from improper Internet browsing."
